The Ministry of Parliamentary Affairs
serves as the essential link between the legislative and executive authorities.
A primary objective of the Ministry is to strengthen cooperation between these two branches of Government while upholding the Constitutional principle of separation of powers and fostering mutual collaboration. The Ministry is tasked with coordinating and overseeing the efforts of the Executive Authority across its various ministries and official agencies to ensure compliance with Constitutional and legal obligations related to legislative and oversight affairs, as well as other matters presented to the Legislative Authority.
The Ministry, entrusted with the responsibility of representing the Executive Authority and articulating its viewpoints and positions during the general sessions of the Shura Council and the House of Representatives, also undertakes the associated duties concerning the meetings of their various committees. Consequently, the Ministry plays a pivotal role in legislative and oversight affairs, as well as other related matters, ensuring the implementation of necessary actions in accordance with the provisions of the Constitution and the law.
The Ministry of State for Shura and Representatives Council Affairs dates back to 2002, established by Royal Decree No. (48) of 2002. Royal Decree No. (42) of 2004 subsequently reorganized the Ministry.
Furthermore, His Majesty King Hamad bin Isa Al Khalifa issued Royal Decree No. (38) of 2020, reorganizing the Ministry of State for Shura and Representatives Council Affairs.
The most recent reorganization of the Ministry occurred in 2023 with the issuance of Royal Decree No. (6) of 2023.
