The Link between the Legislative and Executive Authorities
Strengthening cooperation between the two authorities is among the Ministry’s foremost priorities, within the framework of the constitutional principle of the separation of powers, with cooperation among them. In this context, the Ministry is responsible for coordinating and following up on the actions required of the Executive Authority, through its various ministries and official bodies, in relation to the constitutional and legal requirements connected with legislative and oversight affairs and other matters presented to the Legislative Authority.
The Ministry has been entrusted with the task of representing the Executive Authority and expressing its views and positions during the general sessions of the Shura Council and the Council of Representatives, as well as carrying out the requirements of that responsibility in relation to the meetings of their various committees. On this basis, the Ministry has been assigned a pivotal role in legislative and oversight affairs and other related matters, and in taking the necessary action in respect thereof, all in accordance with the provisions of the Constitution and the law.

The Ministry aspires to be an effective and proficient entity in supporting cooperation between the Executive Authority and the Legislative Authority.
Mission
To foster distinguished institutional communication between the Executive Authority and the Legislative Authority, and to support cooperation between them in legislative and oversight areas, in accordance with the provisions of the Constitution and the law.
Strategic Goals
- Developing and improving communication mechanisms between government entities, the Shura Council and the Council of Representatives, and achieving positive cooperation among them.
- Enhancing support and assistance for the relevant officials within government entities in connection with the work of the Legislative Authority.
- Preparing the Ministry to become a principal centre for relevant information and a centre of expertise in parliamentary affairs.
The Ministry seeks to be an effective body with specialised expertise in supporting cooperation between the Executive Authority and the Legislative Authority. In working to realise this vision, the Ministry fulfils its mission of fostering distinguished institutional communication between the two authorities and supporting cooperation between them in legislative and oversight areas, in accordance with the provisions of the Constitution and the law.
The Ministry has adopted its strategic plan in alignment with the Government Programme for the years 2023 to 2026.
