Legislative Decree No. (54) of 2002 regarding Internal Regulation of the Council of Representatives, as amended

The Council of Representatives shall exercise its competencies in accordance with the provisions of the Constitution, the Law on the Shura Council and the Council of Representatives, and the provisions of these Rules of Procedure.

General Provisions

Article 1

The Council of Representatives shall exercise its competencies in accordance with the provisions of the Constitution, the Law on the Shura Council and the Council of Representatives, and the provisions of these Rules of Procedure.

Article 2

Members of the Council shall adhere, in all discussions they conduct and decisions they take, to the provisions of the Constitution, the law, and these Rules of Procedure.

Article 3

The ordinary session of the National Assembly, consisting of both the Shura Council and the Council of Representatives, shall be opened in accordance with Articles 71, 73, and 74 of the Constitution, by listening to the Royal Speech. The session shall then be adjourned following the delivery of this speech, and the members of the Council of Representatives shall proceed to their Council’s premises.

Article 4

After the Royal Speech has been delivered, the Council of Representatives shall hold its first session of the first ordinary session. The eldest member present shall preside over the session, assisted by the two youngest members present, and their mandate shall end upon the election of the Speaker of the Council.
