Paragraph (A) of Article 35 of the Constitution provides for the King’s right to propose amendments to the Constitution, and also grants this right to fifteen members of either the Shura Council or the Council of Representatives. The proposed amendment must specify the articles intended to be deleted, added, or amended, along with the justification for such changes. The adoption of the amendment requires the approval of two-thirds of the members of each of the Shura Council and the Council of Representatives, as well as the ratification of the King, which constitutes a decisive and indispensable condition for its enactment that the National Assembly cannot override. Paragraph (C) of Article 120 prohibits the proposal to amend Article 2 of the Constitution, the monarchical system, the principle of hereditary rule, the bicameral system, and the principles of freedom and equality established by the Constitution.
