Legislative Decree No. (55) of 2002 regarding the Internal Regulations of the Shura Council, as amended
The Shura Council shall exercise its competencies in accordance with the provisions of the Constitution, the Law on the Shura Council and the Council of Representatives, and the provisions of these Rules of Procedure.
General Provisions
Article 1
The Shura Council shall exercise its competencies in accordance with the provisions of the Constitution, the Law on the Shura Council and the Council of Representatives, and the provisions of these Rules of Procedure.
Article 2
Members of the Council shall adhere, in all discussions they conduct and decisions they take, to the provisions of the Constitution, the law, and these Rules of Procedure.
Article 3
a. The ceremonies marking the convening of the National Assembly shall begin with the recitation of verses from the Holy Qur’an.
b. The ordinary session of the National Assembly, consisting of both the Shura Council and the Council of Representatives, shall be opened in accordance with Articles 71, 73, and 74 of the Constitution, by listening to the Royal Speech. The session shall then be adjourned following the delivery of this speech.
Article 4
After the Royal Speech has been delivered, the Shura Council shall hold its first session of the first ordinary session, presided over by its Chairman in a procedural session.
